Abstract: This talk discusses how state-sponsored mobilization shapes the migration decisions of highly skilled individuals. Focusing on the return of U.S.-trained Chinese scientists after 1949, it uses an original dataset to show that exposure to a state-backed organization (Association of Chinese Scientific Workers) significantly increased the likelihood of return. The findings highlight the role of professional networks and political mobilization in driving large-scale talent repatriation, with broader implications for global talent flows and U.S.– China relations.
